This is the ruling body of the Vasco da Gama Movement. Each WONCA Europe member country will be asked to appoint or elect one national delegate for the VdGM Europe Council. This means that the VdGM Europe Council will consist of a maximum of 36 members. This council meets annually during the WONCA Europe Conference.

The first informal meeting was in Florence, during the Pre-conference, in 2006. Since then formal meetings have taken place during the Pre-conference and in Lisbon, in 2008, another informal meeting took place outside the framework of the Pre-conference. It is hoped to continue with these informal meetings also as they provide an opportunity to increase the efficacy of the VdGM Europe Council.
